As Program Manager of the project, PTP’s single source contract included advanced planning, environmental clearance, regulatory permitting, design, right of way acquisition, utility relocation, construction management, and all construction phase services including construction management, inspection, material testing, contract administration and record auditing. PTP also designed, bid and provided construction phase services for the relocation of the City of Del Rio water and wastewater lines which were in conflict with the construction of the new roadway. PTP Transportation was responsible for oversight of environmental assessments, and drafting the FONSI for the FHWA consideration.
PTP worked with Val Verde County and the Laredo District of TxDOT to provide a regional solution to the mobility needs of Val Verde County. The SL 79 (Del Rio Relief Route), a bypass around the City of Del Rio, was designed as a new location, two-lane rural roadway from US 277 South to US 90 West for a length of approximately 12 miles. The project includes four grade separated crossings at the new entrance to Laughlin Air Force Base, US 90 East, US 277 North and a grade separation over the Union Pacific Rail Road.
This new location flexible pavement project included the construction of eight bridges including a new grade separated crossing over the Union Pacific Railroad, five intersections to state facilities, and a new entrance to Laughlin Air Force Base.
Environmentally, PTP Transportation coordinated with USACE to obtain nationwide permit coverage following a delay waiting for a Biological Opinion for the Devil's River Minnow from USFWS, hiring and oversight of archeologist to conduct post review discovery investigations and site preservation and data recovery of post review discovery archeological sites. PTP Transportation coordinated with TCEQ for compliance monitoring for TPDES permit.
